The United Nations Development Programme (UNDP) established its presence in Georgia in 1993. For nearly 30 years on the ground, UNDP focuses on promoting national development jointly with the Georgian Government.

With an annual programmatic budget of about USD 30 million, UNDP works closely with the Government of Georgia to boost reforms, develop new strategies, promote inclusive economic development, and assist in achieving national priorities. UNDP also works with civil society, including non-governmental organizations, academia and media, and with private sector to promote public-private partnerships.

UNDP assists Georgia in four major areas of development:

  • Democratic Governance
  • Economic Development
  • Environment and Energy
  • Crisis Prevention and Recovery

Under the guidance and direct supervision of the Deputy Resident Representative the Team Leader for Environment and Energy is responsible for management of UNDP programme within the thematic/sectoral areas assigned. The Team Leader analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio and provides policy advice services.

The EE Team Leader supervises and leads programme support staff, coordinates activities of the projects�?? staff. The EE Team Leader works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation. As delegated by the DRR the EE Team Leader may represent the CO in meetings with the Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society.
Duties and Responsibilities

1. Ensures implementation of programme strategies focusing on achievement of the following results:

Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNSCDF, CPD, IWP and other documents.
Identification of areas for support and interventions within the thematic/sectoral areas assigned.
Operationalization of CPD and UNSDCF in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming.
Analysis and presentation of UNDP policies and their implementation in the CO.

2. Ensures effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:

Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
Design and formulation of CO programme within the area of responsibility, translating UNDP�??s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Team Leader performs functions of Manager Level 1 in Quantum for POs and vouchers approval, participates in recruitment processes for projects.
Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects.
Evaluation of the programme impact. Monitoring and analysis of the programme environment, timely readjustments in portfolio.

3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

Development of partnerships with the UN Agencies, IFI�??s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors�?? priorities.
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

4. Ensures provision of top quality policy advice services to the Government and facilitation of knowledge building and management focusing on achievement of the following results:

Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
Development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
Sound contributions to knowledge networks and communities of practice.
Organization of trainings for the operations/ projects staff on programme issues.

Supervisory/Managerial Responsibilities: Team Leader is directly supervising Programme Associate and Portfolio Project Coordinators/Managers

Required Skills and Experience


Education:

Master�??s Degree or equivalent in environmental science, energy efficiency, disaster risk management or other related fields.
Bachelor�??s degree with 2 additional years of experience may be taken into consideration in lieu of a Master�??s degree.

Experience:

In case of Bachelor�??s degree, a minimum of 7 years of relevant work experience in related fields.
In case of Master�??s degree, a minimum of 5 years of work experience in related fields.
Relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects in the field of environment and energy efficiency
Experience of working with wide range of partners �?? government, civil society, private sector, UN agencies
Strong analytical, communication and reports drafting skills
Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
Language requirements - excellent oral and written communication skills in English and Georgian;

Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
